Federal operating-authority, insurance and safety requirements depend on the operation, vehicle and applicable exemptions. An interstate journey can involve more than simply crossing a state line. Do not assume every limousine needs the same credentials. FMCSA passenger-carrier guidance.
Check registration and insurance status for a covered interstate carrier before hiring. FMCSA carrier search. Passenger transportation and transporting the deceased are different services; confirm any separate requirements for the service actually supplied.

- Legal name, trading name, service area, and regulator records for applicable authority; written basis for any exemption. Identify the actual operator when a broker or partner supplies the journey.
- Commercial insurance
- Current evidence for the advertised passenger service, with insured entity, coverage scope and expiry. Confirm required filings with the relevant regulator; a website insurance claim is insufficient.
- Vehicles & driver procedures
- Fleet and seating information, applicable inspection evidence, and documented driver-qualification and screening procedures. Reviewing a policy does not mean we personally screened every driver.
- Clear booking terms
- A sample written quote showing vehicle, stops, waiting time, additional charges, cancellation terms, partner operators and a day-of-service contact.
How evidence would stay current
Each check should record the source or issuer, reviewer, date checked, applicable scope and expiry when one exists. Missing evidence is “not verified”; an exemption needs a recorded basis. The proposed policy is to recheck expiring evidence before renewal and suspend the affected verification claim if evidence expires, is withdrawn or no longer matches the service. These renewal and suspension controls are proposed, not an automated system already in place.
Payment or claiming a listing does not satisfy these checks. Any future “recommended” designation would need separately published criteria.
